faulty construction inspections

Is there a way to tell if a newly constructed home was really inspected /built to code? Looking back on my construction project, I noticed that there was no inspection box displayed.When I asked the builder about this he snapped back replying that he has all the inspections if I need to see them. There also was no porto-let on site, no silt screen for erosion control either. Also the concrete sill straps are not secured to the base plate, one electric outlet was added /connected to the closest outlet after the drywall was up and elec. inspection done. Also the main water supply from the road was not below driveway grade, one exterior spigot leaks, which the builder will not fix stating its designed to leak/''frostproof'' per code, but the other exterior faucet is not the same style that he just told me was code on the other one. I checked with the city and they have signatures for all required inspections,which I find strange because I visited the construction site every chance I could,almost every day, and witnessed the whole process, but never met one inspector.

That isn't really a legal issue, but a construction issue. Hire an inspector.
