Assuming you have paid the mortgage in full, you own fee simple title in your name alone, and there no other outstanding liens or encumbrances, you may do whatever you like with the land within the law. The County may be happy to take the property as a gift or you could donate it to charity. I would recommend hiring an attorney to prepare and file the appropriate paper work. Why would you do that? Handing the keys to someone does not change title or relieve you of responsibility. Find a charity that will take it, and take the tax deduction.

You can't "give the keys" to anyone unless they want it. Some local governments might be interested in it and some might not. Have you asked them?
