Forming a Homeowners Association

What is involved in forming a homeowner's association in regards to collecting monies for streetlights, landscaping and enforcing covenants?

Establishing a homeowner's association that is binding and enforcing it after it is established is best accomplished by hiring an attorney. My firm is very familiar with this area of the law. The answer is well beyond the scope of this forum, but one thing is certain - get a lawyer who does this work on a regular basis. Not one who seeks work in every area of law. There are at least a few firms in the Atlanta are who do this as a primary business, and can guide you through every step. It is too time consuming, and costly to have "do overs."
