If my grandmother willed my mother her house and then didn't probate her will but my mom has paid the taxes for over ten years is it still my mom's property?

The property belongs to your grandmother's estate unless/until it is transferred to someone else. Paying taxes or a mortgage does not make the property that of the payor.
