My mother has resided at the same address since 1968. She has paid taxes on property since her mother died in 1969. She has three living siblings who have never paid taxes on property. In 1999, a sister came from Boston, Mass, went to local court house and advised tax office to have tax bill forwarded to her without any other siblings' knowledge. My mother checked with courthouse concerning tax bill, office stated they were to send bill to Boston. At that time, the sister got a lawyer to sale the property, including a house bought and paid for by my mother. Is the above action legal? What can be done to stop the auction/sale of property?

You need to hire an attorney to check the title on this property at the county courthouse and advise you on who owns it. The attorney could also prepare an affidavit re title to be filed on the deed records. After the state of the title is determined, the attorney could also advise you on your options - but only after checking the record title.
