Hello,
My question is regarding street lights for our subdivision.
We recently purchased a builder foreclosure in a subdivision completely owned by the bank. We have lived here for 9 months as well as 3 other neighbors. We now want to put street lights in our area, but who is responsible to pay for them?
Our HOA said they are not responsible. The bank said the builder was responsible to put in street lights when he built the development.
The bank is now willing to pay a portion of the street light fee for the unsold homes, but they expect us who have bought homes in the last nine months to pay the difference? I would like to know who should pay for them.

You have given none of the information needed to answer you. Whether the bank is liable to cover your costs depends in part on whether they signed any agreement with you. We'd have to read the covenants, sales contracts, and local ordinances to answer you, and the answer would also be affected if the builder went bankrupt. In much of the state, if a person wants their own street light near their home, the homeowner orders it from the power company and pays themselves.
