HOA covnants

If an HOA's covenants are recorded with the court, and then the board changes the covenants, are they legal if they have not been recorded with the court?

Unless covenants are recorded, they do not constitute notice to anyone of their terms. Having said that, I would doubt the validity of the "changed" covenants. Once the originals are recorded, it is very difficult to change them. I would advise you to have all the paperwork reviewed by a local attorney knowledgable in real estate law.
