My neighbor's yard had a drainage problem, which produced an influx of rain water into the bottom of my home, ruining the carpet, shoe molding, etc. What do I have to do, to get them to pay for all the repair?

You do not provide enough facts to show they should pay - what is the natural flow of water, the cause of the proble, how it led to damage on your property, etc.
