Homeowner associations and assessments

Can unscheduled/additional assessments be levied by goberning board of homeowner's association without a vote by the members?

This is almost completely controlled by the Covenants filed with the County when the subdivision was created. Then, look to the written terms (and bylaws, if there are any) of the Homeowner's Association Agreement (constitution, whatever). The answer to your question will be contained in the fine print of those 2 documents. Probably the answer is in the Homeowners Document and I would look there first.
