Homeowners Association Fines Me Seven Years Late?

We moved into our home in 1998. There was no Homeowners Association. I put up a backyard picket fence when we moved in. In 2004 the HOA began telling me I have to take my fence down. They have approved other similar fences (I have the documentation) but will not grant a variance for mine. Now they are threatening to fine me $25/day. Is there no ''statute of limitations'' on this? I mean they waited from '98 until '04 to mention it at all!

The statute of limitations for a written contract is six (6) years, twenty (20) years if under seal.
