I was given a house as an inheritance and the morgage is in my spouses name can he sell the house?

No one here can answer this post because you omitted information.
For him to be on the mortgage you had to refinance the property. When you did you had to change the deed. We have no way to know, since you did not tell us, whether the deed in now in one name, both names, or some other combination.
Without that information, there is no way to respond.
