My husband damaged the neighbors house by mistake. He drove an UHaul on our driveway and he caught some telephone lines that were hanging low above our driveway. The phone lines are the neighbour's. Some siding came off as result of the wire being pulled. Who is responsible for the damage? My husband, the phone company? Whose insurance will cover this?

Who is responsible for the damage? Your husband, of course. People are responsible for the damage they do to someone else's property. Why would the phone company be responsible? As far as insurance, your insurance, or possibly insurance obtained for the rental. You should not expect the neighbor to make a claim for their insurance. Maybe you left out important details that might indicate anyone but your husband is liable?
Obviously your husband is liable and will have to pay for the phone lines and siding. Hopefully he has good insurance and immediately reported it, as they can't pay what he doesn't report.
