Is it illegal in GA for a brokerage firm to lease a home that they and or the alleged owner knows has already been foreclosed on, prior to the lease being signed?

That would probably be a crime, as you can't lease out what you don't own. While most lease matters are civil, in such a case I'd seek a criminal arrest warrant if the facts are as you stated.
