Landlord not keeping promises

I rent an apartment. Two months ago, I spoke to my apartment manager about installing ceiling fans in my upstairs bedrooms. She told me the kind of fans to buy and to let her know when I wanted them installed so she could tell our maintenance man.

Two months have passed and my fans are still in boxes on my floor. I have made my request five times.

Can I withhold rent until they are installed or hire someone to install them and deduct that from my rent?

It's interesting you used the word "promises" in your question because that would be more of a contractual question then it would be a landlord-tenant question. As far as landlord-tenant situation goes, it has to be some conditions that is making it humanly uninhabitable to give rise to your right to withhold a certain amount of the rent or to deduct the expenses from the rent. We usually do not prefer the tenant to just withhold rent. I do not know how much money you are speaking of also in purchasing and installing the ceiling fans. Unless the complex management agreed to install the fans somewhere on the lease agreement or in writing, you may not have a real good case. In addition, if the management did promise that it would install the fan and you made it as a condition on moving in, then you may be able to pursue it in small claims court.
