Legal Question in Real Estate Law in Georgia
Landlord - Mailed letter to tenate as required giving him notice his security deposit had exceeded the unit damage. Return answer letter from tenate states that if I do not mail Half of deposit to him he will contact IRS to investigate my taxes and other agencys.I feel he is trying to exstort me. How should I responed ??

You don't respond. That is why you have, as all landlords should, a lawyer. You call him and determine what response the lawyer should make.

Unless he is part of the top US administration, he is not going to sic the IRS on you. You make sure you follow the law regarding deposits and ignore desperate threats.
