Can the company that owns/operates an apartment community keep a portion of the security deposit if there is no damage to the unit when vacated at the end of a lease? Sometimes it is listed on the lease as a "redecoration fee", or the lease states, for example, $300 deposit, $100 refundable. If a lease is terminated before the stated term and there is another renter waiting for the apartment, can the owner charge rent from the tennant who is leaving, in effect charging 2 rents for the same unit? Sometimes termed "cancellation fee" on a lease.

Try to negotiate with the owner. Failing that, file in Small Claims court. The owner is not legally entitled to collect or withhold charges for things for which you were not responsible.
