By Law can a Landlord increase your rent when they did not notify you when you first moved in there would be a rent increase the next year? Most tenants are on a fixed income and can not offer a rent increase.

Generally, once the lease term is up a landlord can increase the rent for the next term.
The place to look is your lease. That is your agreement, and it will (or should) state the monthly rent and the term. It is common for rent to increase when a lease expires. People who want a guaranteed rate for a certain period of time can offer to sign a lease for a longer period (and there are many risks that come with that).
Absent a written agreement to the contrary landlords are free to raise rent (with 60 days notice). If you wanted to lock in a rate for longer, you needed to sign a longer lease.
