Your post if far from clear, and you post nothing to indicate asking someone to write a letter is somehow not legal.
Your post is not clear due to your use of abbreviations. When individuals contemplate purchasing property, they usually try to verify the status of debts and other issues that are secured by the property. That often includes home owner's association issues. It's a good idea to contact your association to determine the status of your property prior to putting it on the market, so you can clear up any disputes that might interfer with sale of your home.
With the misspelled words and abbreviations no one here is sure what you are asking, but apparently you have a potential dispute with your homeowners association, and potential buyers will research that. You need to make sure such matters are resolved before you list a home for sale, and since it sounds like you are sellinga home, you should already have a lawyer reviewing all your paperwork and contracts, so ask him about the letter.
