Lease Termination

After being there one year, I recently renewed my apartment lease for 1 year. Lease to end 9/27/04. My rent was raise by aprox. 4%. However after I signed my lease the complex changed the way the bill water. It is no longer directly from the county, based on usage. It comes directly from the complex and it is based on occupancy and has an addition $3.00 ''service charge'' monthly. As a result my water bill has more than doubled. So in addition to an increase in my rent, my water bill has doubled. I want to know if this is grounds to terminate my lease and incur no fee since I didn't not agree to this change and it occured directly after I signed the lease. I have a tigh budget and if I had known, I would not have renewed.

You did not mention what your lease says about the water bill. The rent increase is not relevant at all. Unless the lease states that the complex provides water in the rent, you are probably stuck. Generally, there is no choice in utilities, whether it be water, gas, electric or cable.
