Is it legal to break into a storage unit using a chain cutter if the one breaking into the unit is married to the one who rented the unit without any notifications?

Of course it is. A spouse is not personal property of, and controlled by, the other spouse such that he or she can't own their separate property or rent other property. That went out about the time of the Civil War. Further, being married to someone does not give you any rights to break into someone else's property - the storage facility owner's.
