Is it legal for a renter to have an alarm system put on a rental, after a burglary, and not give the landlord access codes?

Lawmakers generally don't spend their time making laws to run the daily affairs of landlords and tenants. This is something for the landlord and tenant to work out, preferably in the lease.

The terms of the lease will determine the answer. If the landlord has the right to enter the premises, as they often do, it would be a violation of the lease.
