Is it legal in the state of Georgia for a Homeowners Assoc. to turn off water to a resident if they do not pay HOA Fees?

Yes. I am assuming you live in a Condo. The HOA must get a judgement from the court in an amount greater than $750.00 before they can legally shut off your water.

Also, please see an attorney and pay your HOA dues as HOA lawyers are complete slime and make their money off collecting HOA dues.
