Legal Question in Real Estate Law in Georgia

I live in a subdivision which only had a covenant. The builder left due to bad ecomonic times. Some home owners wanted to form an HOA, some did not. There was a meeting. Not all home owners were present. They voted the HOA into existance. Now they want to collect dues. Do they have the legal backing to force home owners into paying dues?
