Multiple owners of a farm

My Mom & Dad built a house on our family farm 60+ yrs ago. My Dad died when us 5 children were young, I was 3 months old. His father owned the farm and deeded it to us 5. My Mom never remarried & is now 88 & still lives in that house which needs major repairs. The USDA said Mom was eligible for a grant if she could show she owned the land. All 5 children had signed a contract yrs ago giving her living rights as long as she lives. Since, 3 of us have passed. This contract was never notorized or followed up on legally. The last brother to pass away had a daughter from a prev marriage. She was made Admin over his estate after his wife passed away soon after him. His wife, I will call her Marg, had 3 children from a prev marriage who now have her estate including a part of this farm. They shared NO children together. The USDA said we need to sign another contract to make the other legal. 1 of Marg's children refuses to sign or agree to anything . They have refused a buy out in the past even though their part is very small. The house needs a roof, it leaks. They refuse. My question is, can the administrator, his daughter, sign the contract without their signatures? What are our rights? It seems they hold all the cards. Thank you!!!!

It is impossible to give you reliable advice without being able to review the previous deed/contract and the correspondence from the USDA. You should consult with a local attorney.
