Legal Question in Real Estate Law in Georgia

My neighbor's tree fell on my house and cause damages outside and inside. The owner of the house knew that the tree was dead before it fell. Can I sue the owner for the damages and pain and suffering?

If you have evidence that the owner knew the tree was dead and/or in danger of falling, and was negligent in taking care of the matter, AND that was the reason it fell, you my have a case for actual damages. Obviously, you should report to your insurer as well (as required in the policy). No, you don't get pain and suffering caused to a house.
