Legal Question in Real Estate Law in Georgia

I paid a deposit and first month fee on a rent to own house and the person in charge is giving me the run around about signing the contact. The only thing she ask for was 1500 down and 700 mon if renting to own. Now she wants me to pay for the electric and plumbing problem that is going on in the house. she said if I don't come up with 1700.00 by Thursday, she will refund my money. Can she do that? It is not my fault I have not moved in yet.
