ive been parking cars in a breakfast parking lot for over twelve years.when i first started about twelve years ago i could park about twenty five cars over the years ive made more room cutting bushes here an there. now i have forty five spots now after all these years the city says if i park more cars than whats on my old drawing they will fine me for all cars over that once i put my twenty dollar sign out. my perment doesnt say anthing about any amount of cars i can park this is the first year for this why are they doing this an can they.

Certainly when you started your business and got zoning and permits you had a lawyer as that is ABSOLUTELY vital for the process. That is especially true in Savannah which has extensive ordinances as to changes in property. I am sure your lawyer warned you as the city has, that you can't just double the size of a parking lot and ignore getting appropriate new permits.
Before you get into more problems see your lawyer to determine if what you have done or want to do can be done. There was a reason you were required to submit drawings. You are expected to comply with the plans you filed.
