If paying cash for a house is it necesary for the buyer to use a realtor? In other words is the buyer liable for any payment to realtor?

You can choose to hire a realtor or not hire one. How you pay for the house is not relevant. As far as being liable for paying a realtor, if there is an issue of whether you owe money to a realtor, you are leaving out a big part of the story. They don't just appear out of nowhere and ask for money.
When you leave out the important fact (why is the realtor asking you for money) there's no way to answer you. The answer depends on whether either party used a realtor and what was in the sales contract. It is very possible do an all cash sale with no realtor if neither party employs one, and since in that situation a lawyer is even more essential than in other sales, you'd need to ask your attorney (since you need one in every purchase, I assume you have one).
