Personal Property Fences

I am trying to find federal or state law concerning the rights of an individual to the property they own. I have a problem with an ordinance in the city of Pooler telling me I can not have a fence in my front yard and want to know if there is anything I can do about it. Everyone in the local governments is giving me a run-around.
