placing a lien on someone's property

How does a person place a lein on someone's property? do they have to have a legal judgement from a court first? I had to pay for repairs to my condominium from damage optained from the owner above me.

Unfortunately, you can't place a lien on the condo above you in this case. (Only a materialman or laborer can file a lien without getting a judment first.) You will need to sue the owner. If you get a judgment, the clerk will record it and it will be a lien.
