how do prevent attorney from garnishing your bank account for association fees?

You left out a great deal of needed information, but there can't be a garnishment until you first ignored or otherwise lost a lawsuit, and that means you probably have a lien on your home and also could lose it to HOA foreclosure. You had a legal emergency many months ago and should have seen a lawyer a long time ago. However you may have some legal steps remaining.
In some cases, a bankruptcy may be a way to stop a garnishment. Be aware that longer term, regardless of bankruptcy, the failure to pay HOA fees usually will cost you your home. Generally, if there is a judgment, nothing other than paying or bankruptcy can stop a garnishment. (There is no way to tell you without more information if a bankruptcy is an available option or an appropriate one).
