property closing
After a mother's death (she had no will), a piece of property was sold in one of the daughter's name. Apparently some of the other siblings had been paying the taxes. Can the closing attorney cut separate checks payable to these individuals or do the proceeds have to go to the Deed owner?

With this limited information I can only tell you that the closing attorney, by law, can only cut checks per the disbursements listed on the HUD. From what you've said, the siblings were paying the taxes but were not owners so they would not get a check. As a general rule when you deal with real estate everything must be in writing.
