are these sales legal for the homeowner to enter into in Gerogia? IF they are how does the home owner safe guard himself during the duration of the short sale legally and financially?

This is a "if you have to ask, you should not do it" question. The short answer is that a short sale may be "legal" if all secured lenders agree in advance, a legitimate closing is held, everything is above-board, and the proper paperwork is completed.
