Legal Question in Real Estate Law in Georgia

I have rental property located in Georgia. I recently had a situation where a tree in the front yard needed to be removed. My property manager was calling several companies to get estimates for the service. One man quoted 1800-2000 dollars for the service and was told that they would need approval by me before he could proceed. The next day without getting approval for the job he cuts the tree down and is now asking for money. I am wondering what my recourse is on this since he was the only estimate we received at the time and we had not agreed on his service or given him permission to do the job?
