renter's rights

If the landlord has not fixed a leak that has cost me in electric and water bill, do I have the right to with hold rent until it is fixed? This problem has gone on for 4 months.

No. The law is very clear on this issue. You may not withold rent -- unless there is a complete constructive eviction (which it appears there is not). You should make written demand on the LL and if he does not respond, sue him in Small Claims Court (Magistrate Court in Ga.) for the amount of damages or to void the lease. The Mag. courts are very limited and there is much about contracts and real estate repair that that lower court simply does not have the legal power to order.
