Legal Question in Real Estate Law in Georgia

I am the only resident living on a street named after the family that built the house I live in. The street is only about a 100 yards long and connects to highways at each in. I have maintained the street (cutting the right of way, picking up trash and fallen limbs) for the past 20 years. The town is very small and has no street equipment or department. What is the best approach to see if the street should be a private street or a public street?
