Roots from a tee on neighbor's property is breaking up a driveway on my property. It the neighbor responsible?

Generally, no. In addition, in many cities and counties (such as the city of Atlanta), you are restricted in what you can do to trees/roots that could kill the tree even if you only do something on your side of the line.
