Security deposits and rentals

The duplex that I live in recently went through a foreclosure and has new ownership now.

My new landlord requested that I sign a new lease, but also requested that I pay another security deposit.

Since I never received my original sercurity deposit back, from the last landlord, can he do that?

Yes. Your previous landlord is responsible for returning your security deposit (or properly applying it to any damage). You are not required to sign the new lease or otherwise contract with the new landlord.
