Legal Question in Real Estate Law in Georgia

semi-non active HOA

The developer still controls the HOA in my subdivision. He has let several covenant rules be broken and ongoing to this very day.He lags severely in keeping grass around entrance and pool cut.The pool was suppose to be open 3weeks ago and is still green today. What can the residents do?He is almost impossible to reach.
