Legal Question in Real Estate Law in Georgia

I have a small pond on private land. The dam for the pond is an old dirt road that is public. I have the area posted no fishing or hunting, however people are constantly fishing there. The last ones actually tore my signs down. My question is....Is it legal to fish a private pond from a public road?
