Sold with no C.O.

My mother was sold a piece of property that we recently found has no Certificate of Occupancy. Is that legal? Can a property lose its C.O.? What recourse do we have as the unit is a townhome and she would like to sell the property?

Property can be sold in virtually any condition. The questions are what your mother knew or should have known, what the contracts provide, etc. -- facts not in your post.
