Legal Question in Real Estate Law in Georgia

What steps do homeowners need to take to remove/dissolve/replace an HOA that is extorting money from us for no services in return? And if they are not paid, they place a lien on your house when your balance reaches $200 dollars. This is BEYOND frustrating and should be illegal!
