Is Sunday consider a business day?
I tried to pay my rent today, but was told that it was late. Because it was not paid on the 3rd. Does the rent office has the right to charge a late fee, because the 3rd was on a Sunday.

Sunday is not a business day, but you need to look to the terms of the lease to determine when the rent is technically due. If the lease says it is due by the 3rd and does not specify business days, than it is late. I imagine that there are ways that you can drop off your rent at the leasing office even when they are closed.
