We rent a 3 br house without a central heat/air unit. Our lease states that the landlord is responsible for providing a propane heater (but not the propane), but there is no mention of air conditioning. Is he required to supply a window unit? Or can we purchase one (reasonably priced) and subtract it from the rent? There are no shade trees on the property, and I can't keep the house cool. HELP!

You say there is no mention of AC in the lease. That is your answer. Many, many people live without AC - it is not generally treated as a requirement for habitation. Many propane heaters are also dangerous, especially as the only heat source, but that is a different issue.
