The ultimate answer depends on paperwork you have in your hands (the HOA paperwork). No one here can guess what your paperwork says. But it's really a question you do not need to answer. You simply call your homeowner's insurance and they either pay the claim or go after the HOA's insurer to pay it. One call, and you're set. Let them sort it out.
