The age of consent in Georgia is 16. Therefore, it is not statutory rape under Georgia law. Whether some other offense might be involved would depend on the circumstances which are not given, but statutory rape is, by far, the most serious offense that would potentially be implicated by such conduct.
By the way, Georgia has one of the lowest ages of consent in the US, at 16. These days, 18 years old is more typical. In the old days, Georgia law (like many states in the South) had an even lower age of 14, because girls in the South often married very young, especially in rural areas.
