That is one very broad but clear question. Yes, in theory a man can be sexually harassed. The great majority of such cases, though involve gay men. Their is virtually no case law on women sexually harassing men, or at least that men won. The reason is basically how sex harassment is defined. The most common type, which is genericly called "hostile environment" is repetitive, severe offensive conduct of a sexual nature which the harasser knows or should know the recipient of the treatment considers unwelcome. The problem in most cases there is men have a much higher "pain threshold" for sexual behavior by women in their presence at work than vice versa, so a jury tends to be skeptical of a man's claim of feeling offended or threatened. The other type, known as "quid pro quo", is where promotion, pay raises, advancement, assignments, etc. are conditioned on a superior's demands that a subordinate perform sexual acts or favors. This type of harassment is far more likely to give a man a fair shot before the EEOC or in a courtroom. In fact, there is a movie you might want to see called "Disclosure", if you haven't already, with Michael Douglas and Demi Moore, that deals with just such a woman harassing man quid pro quo scenario. Of course, keep in mind that the movie is fiction, but at least based on legal possibility.
