Sexual Harassment In My Home

I live in a apt community and have had comments made to me by our maintence supervisor. Asking if I would be naked when he came back. Asking me if I would wear a revealing swim suit for him also coming in to my house and watching my sister and I while I was in a bra and shorts and then lying about it to out management and we have contacted the company who owns these apts and they will not do anything except he will not be allowed in our homes! Both of our husbands are deployed to Iraq this man can get in and out of our home and we do not feel safe! What do we do?
