I read an artical about a man who won 2 million in lottery and remained on food stamps because lottery winnings count as liquid assetes not as income. My question is how government applies an income tax on lottery winnings when its not income, isn't that illegal?

I read the article too, and while it is ridiculous that the government allows it, income for tax purposes and welfare purposes is defined differently under different statutes.
