Blocking an Intersection after entering on green

Hi,

I have not gotten a ticket, this is to settle (hopefully) a debate: If a driver enters an intersection with a green (or yellow?) light waiting to turn left and the light changes to red are they in violation of the law? I beleive this has been called filling the box (or something) and understood it was not illegal in GA though it is in other states. Also, could this be illegal in one city / county and not another or is state law uniform?

If you enter the intersection on green and the light changes to red, the person in the intersection has the right to finish the turn, and no other vehicles shall enter the insection until said person has finished the turn. It is a state law and would not vary from county to county or city to city. Hope that answers your question.
